CMS Issues Transmittal 1981, Change Request 10378 for Worksheet S-10

Comment Alert.jpgOn Friday, December 1, 2017, CMS released Transmittal 1981, which clarifies the deadlines for uploading revised or initial submissions of FY 2014 and FY 2015 cost report Worksheet S-10.  For revisions to be considered, CMS extended the deadline to Tuesday, January 2, 2018, for all IPPS hospitals to submit the data to their Medicare Administrative Contractor (MAC).  On December 4, 2017, the provider education article, MM10378, was released related to this instruction.

CMS’ Technical Direction Letter (TDL) 180029, issued on October 20, 2017, granted a second extension to the original deadline for hospitals to submit revised or initial Worksheet S-10 data.  Please refer to our TDL 180029 blog.  If you recall, the original deadline (per a notice on the CMS website and Transmittal 1863) to submit FY 2014 and FY 2015 cost report Worksheet S-10's was extended from September 30, 2017 to October 31, 2017 due to public health emergencies following multiple hurricanes.

 

More on Transmittal 1981

In addition to clarifying the deadline for amended cost reports, Transmittal 1981, Change Request 10378 also provides clarification for hospitals requesting Worksheet S-10 revisions whose FY 2014 and/or FY 2015 cost reports have already been final settled.  Specifically, if a hospital “requests to revise Worksheet S-10 for that FY 2014 or FY 2015 cost report and that request was received on or before December 1, 2017, MACs shall issue a Notice of Reopening (NOR) in order to reopen the cost report for revisions to Worksheet S-10, create and input Worksheet S-10 adjustments to the most recently final settled cost report, issue a revised notice of program reimbursement (RNPR), and upload the FY 2014 or FY 2015 revised cost report to the Health Care Provider Cost Report Information System (HCRIS) on or before December 31, 2017. 

 

If the hospital’s request is “received between December 2, 2017 and January 2, 2018 (inclusive of those dates),” the MACs are instructed to follow the same processes “and upload the FY 2014 or FY 2015 revised cost report to HCRIS on or before January 31, 2018.”

 

For cost reports that have not been final settled, providers shall submit an amended cost report with Worksheet S-10 revisions only.

 

Other Considerations

Now remember, on September 29, 2017, CMS issued Transmittal 11 that made a number of revisions to the instructions for reporting data on cost report Worksheet S-10.  These instructions need to be incorporated into any FFY 2014 & FFY 2015 Worksheet S-10 revisions providers are working to submit by the January 2nd deadline, and then of course, for any future year submissions.

 

We’ll again encourage you to submit your Worksheet S-10 data as soon as it is ready, and if possible, not wait until the January 2 deadline to ensure your submissions are received and accepted. SUBMISSIONS MUST BE RECEIVED BY THE JANUARY 2, 2018 DEADLINE.

 

And lastly, we’d recommend that you contact your MAC to verify and obtain specific instructions regarding how to send in your revised cost report(s), whether that be a reopening or an amended cost report that has not previously been settled, etc.  You can find contact information for your MAC here.
