The Hospital Outpatient Prospective Payment System (OPPS) FY 2020 proposed rule was put on display for public inspection on July 29, 2019 and published in the Federal Register on August 9, 2019. The 247-page FY 2020 OPPS proposed rule can be viewed in its entirety here. This proposed rule will affect discharges on or after January 1, 2020.
The notable items from our recent review of the proposed rule include:

CMS is proposing hospitals make their gross charges and payer specific charges viewable to the public.

This rule will require non-federal hospitals to display their gross charges and payer specific charges prominently on their hospital website.

These charges will be required to be updated once a year.

CMS is proposing to increase OPPS payments by 2.7%.

CMS is proposing to expand the site neutral payments for Outpatient Departments.

CMS is proposing to continue the 340B payment cuts.

CMS is proposing to increase ASC payments by 2.7%.

CMS is proposing to use the final IPPS rule wage index to adjust OPPS payment rates.
Comments to the FY 2020 Hospital OPPS proposed rule can be submitted to CMS up until 5 PM EST on September 27, 2019.
